Azerbaijan II (Jeyranchel Clearance Project)

The former Soviet Army military test and training range at Jeyranchel in Azerbaijan was in active use over the period 1955-1991. Unexploded ordnances (UXO) and mines remaining in the area present a serious humanitarian, socio-economic and environmental threat to the local population. The project aims at the clearance of this area.
The key reasons for this project are:

  1. Make the area safe for local farmers and the State Border Service border patrols;
  2. Open up the area for Local Authority development, principally for agriculture;
  3. Access to the nationally important archaeological and historic sites in the area;
  4. Some of the UXO and mines will become increasingly unstable and ultimately more dif cult to recover – it is necessary to clear the area of hazard;
  5. Unguarded explosives in the vicinity of the strategically important international oil and gas pipelines present a potential security threat;

Status:Third and final phase has now successfully completed.
In August 2017, all EOD teams were redeployed to other clearance activities due to a national priority. Teams returned on site in January 2018 and were augmented, allowing the project to complete on time at the end of May 2018.
The Lead Nation and donors agreed to use the approx. 60,000 EUR of contingency funds to replace some mechanical equipment for use by ANAMA on future projects. Delivery of two back-hoe tractors is expected by the end of April 2019 thus allowing the project to formally close.
Work is ongoing to generate a project proposal for the EOD Clearance of a partially exploded ammunition depot at Khizi, north of Baku in Azerbaijan. The proposal should be completed in February 2019.

Duration: Phase 1 launched in October 2011, implementation March 2012 - June 2014. Phase 2 launched in November 2013, implementation July 2014 - July 2016.
For Phase 3, operational clearance continued during interim period September 2016 - March 2017, until Phase 3 could be formally started in April 2017. Phase 3 was completed on time in early summer 2018.

Description:
The overall goal of the project was to assist Burundi in complying with its obligations under Article 5 of the Mine Ban Treaty to destroy all antipersonnel mines in mined areas under its jurisdiction or control by the deadline of 1 April 2014. The objective of the project is to assist the Public Defence, specifically the Direction de l'Action Humanitaire contre les mines (DAHMI), to remove the risk from landmines and other explosive remnants of war, and release contaminated land back into productive use through survey and clearance of contaminated land around 66 electricity pylons and 22 ex-military positions in the provinces of Bujumbura Rural, Bubanza, Bururi and Makamba and any additional areas identified through the national workshop; as well as the seven zones identified as SHAs during the previous projects. During the last reporting period the MAG project team completed the Technical Survey (TS) in the provinces of Bururi and Makamba. While no AP mines were found in Bururi or in Bujumbura rural provinces, three mines were found in Bubanza province, and another three in Makamba. During the whole project six AP mines were found and destroy. Some key logistical challenges were encountered during the project; the first of these was flooding during the rainy season which restricted access to areas required to be surveyed. The second was Rukambasi, in Makamba province, in which one mine was found. Completing survey of the remaining suspected hazardous area (SHA) in Rukambasi proved to be onerous due to the difficult due to its remoteness and difficult terrain. Description:
En ratifiant divers conventions et traités sur les armes, les munitions et les mines (les Conventions d'Oslo, d'Ottawa et de la CEDEAO, le Traité de Pélindaba et le Traité sur le Commerce des Armes), la Côte d'Ivoire a réaffirmé son engagement pour le désarmement humanitaire et le développement durable. A cet effet, la Côte d'Ivoire compte^ par une mobilisation incitative et un engagement sousrégional, en accordant une priorité particulière à la problématique du désarmement humanitaire et au Traité sur le Commerce des Armes (TCA) dans l'espace communautaire de la CEDEAO, poursuivre ses efforts pour la mise en oeuvre et l'universalisation de ces conventions et traités. Les défis liés à la mise en oeuvre de ces instruments internationaux dans l'espace CEDEAO sont nombreux et nécessitent une mobilisation régionale afin de favoriser un échange entre les différents acteurs. Cet échange doit avoir lieu sur trois niveaux : expérience, élaboration de stratégies communes et plaidoyer et doit se faire avec l'appui de la communauté internationale et des ONGs. Une telle mobilisation permettrait d'aider à la consolidation de la paix et de la sécurité dans la région. C'est dans ce cadre, que la Cote d'Ivoire, avec l'appui de la Suisse, organise un atelier de haut niveau du 22 au 24 juin 2015 qui réunira des délégués des quinze Etats membres de la CEDEAO et des experts nationaux et internationaux. Jordan III

Jordan III Trust Fund is a capacity building project to develop service women in Jordanian Armed Forces (JAF).
The project aims at supporting JAF to attain a 3% female officer representation and provide women with wider career opportunities.
The Trust Fund serves as a strong advocate to Mediterranean Dialogue (MD) partners and other regional actors developing servicewomen and their roles in peace and the security sector.
The JAF has developed a Military Women’s Strategy for 2006-2016 that aims to capacity-build through the recruitment and training of more women in JAF and subsequently creating wider employment and participation opportunities.
The strategy aligns with NATO/EAPC policy for implementing UNSCR 1325 on Women, Peace and Security. Progress has been stalled by the limits of the training centre.
The Jordan III Trust Fund will support JAF through three initiatives over a 36 month period:

  1. Development and implementation of a 3-Year Action Plan
  2. Enhancing Training Centre Infrastructure
  3. Enhancing Education and Training

Status:The Action Plan for 2017 – 2020 continues to be implemented. Through the Jordanian National Commission for Women (JNCW) this plan is aligned to the Jordanian National Action Plan (JONAP), which was approved on 21 March 2018. A consolidated list of recommendations aligned to JONAP was provided to JNCW in September 2018.
The Arabic translation of the ‘Teaching Gender in the Military Handbook’ was launched in Amman on 27 November with a successful 1-day instruction to JAF officers from two DCAF staffs the following day.
The pilot Gender Advisory Course was held in November 2018 and a Senior Leaders Seminar was held in December 2018 at the Military Women’s Training Centre (MWTC) in Amman.
The construction of the training centre is advanced at 39% completion against the schedule 12%. The option for the Male Staff Club (Accommodation and dinning) was issued on 29 November to be completed within the existing schedule.
The NATO School has agreed to a Mobile Educational Training Team (METT) to provide a 5day instructor skills course at the MWTC in June 2019. A Statement of Work (SOW) has been prepared to contract for experts to provide additional Train the Trainer skills courses and support the management of training for senior MWTC staff.
Amendment to the project proposal to utilise additional contributions, subject to Lead Nation approval and subsequent EAA and FMA amendments, is in preparation.

Duration: Project was launched in March 2014, started implementation in June 2015 and has been extended until December 2019.

Objective: Finalise the capacity for national stockpile management through three Work Packages:

  1. Demilitarisation Centre (DC).
  2. Propellant Surveillance.
  3. Destruction and Recycling.
Status:
  1. Demilitarisation Centre (DC). The Royal Scientific Society (RSS) delivered the Gap Analysis on 3 December 2018 and will move in early 2019 to training and the drafting of quality process in Arabic. The Environmental Operating Procedures have been completed and the initial testing and monitoring regime as part of a system of Integrated Pollution Prevention and Control (IPPC) will commence.
  2. Propellant Surveillance. A Request for Proposal (RFP) was issued for the supply of three new explosive tests machines each relating to a NATO test standard. As no Jordanian distributor was found, this request has been reissued with new specification. An RFP was also issued to a BEL company for the supply to JAF of small quantities of explosive reference test chemicals.
  3. Destruction and Recycling. In November 2018 a contract was issued to a GBR company to provide site emergency training and an exercise. At JAF request this is now to take place 18-27 March 2019. The prepared Statement of Work for the demilitarisation and trial recycling was recently amended to reflect recent revisions to NATO AQAP. It will be launched according to the preparedness of the DC to respond.
An amendment to the project proposal to utilise additional contributions, subject to Lead Nation approval and subsequent EAA and FMA amendments, is in preparation.

Duration: The project was launched in September 2016 and started implementation in January 2018 with the expected duration of two years.

Mauritania II, Phase 1+

The Mauritania II project will contribute to the security and safety of the civilian population while enhancing the operational efficiency of the Mauritanian National Army (MNA) followed by a request for assistance from Mauritania in March 2014 in continuation of the first Trust Fund. The project will also contribute to strengthening the relationship between NATO and Mauritania and to changing the civilian population’s perception of NATO.
Supporting three initiatives:

  • Physical Security and Stockpile Management (PSSM),
  • Destruction, Demilitarisation and Disposal (D3) and
  • Defence Reform (DR),
The Trust Fund project is divided in 3 phases in accordance with fund raising, each of them implementing the described initiatives.

Status: The initiatives on disposal of military ordnance and gender training have been completed in 2017.
The new Ammunition Storage Area was constructed and handed over to the Mauritanian National Army in Néma in August 2018 and a second one in F’Dérik in January 2019. A toolset for safe handling of ammunition and wooden moving pallet were delivered to both sites in August 2018. A local market research for delivery of 2 forklifts is being undertaken, with expected delivery in February 2019.
The Mauritanian National Army has sent NSPA the curriculum of the training courses for the ammunition storekeeper and the ammunition depot manager. One training course was organised in the ammunition training school of Akjoukt, the second training course was organized in November 2018.
In July, Mauritania requested further NATO support with destruction of additional 120 MANPADS and obsolete and unserviceable ammunition. In light of this request, NSPA is reviewing an update to the 3rd phase of the project, provided a Non-Cost Extension (NCE) until mid-June 2019 is approved by the Lead Nation.

Duration: Project was launched in May 2015 and started implementation in February 2016. Phases 1 and 2 were merged to Phase 1+, which is still ongoing.
